Cuttings give you an exact copy of a proven plant, which sounds ideal until you realise clones carry every pest and virus the mother had. Seeds start clean, and the variation between plants is a feature if you are hunting for a keeper. The argument for seed over clone is laid out on https://budweedseeds.com in a way that is obviously self interested but still mostly correct. In Quebec clones are hard to get legally anyway, so the question is somewhat academic here.
